How can I enable and configure customer ratings for tasks in Odoo Projects?

To send ratings for a task, 

In Projects → Configurations → Settings, then enable the Customer Ratings checkbox in the Analytics section. Click on Set a Rating Email Template for the stages, and by selecting the task stages, the form view to send the rating request will open. Select the Task Rating Request. Then, go to Settings → Technical → Email. Once the customer or client completes the rating, the ratings will automatically be updated on the corresponding task and sent through email
